The City of Kent is currently accepting applications for the position of Building Plans Examiner (TLT). The primary functions of this job include reviewing construction plans to make sure that legal codes are followed and ensuring that new construction meets criteria laid out by regulatory standards. The ideal candidate will have expert knowledge of local building ordinances and great skill in reading design maps and diagrams for buildings. Under the direction of the Building Official, perform a variety of tasks related to the regulation of construction work and/or conditions involving the development, use, and maintenance of land and structures to secure compliance with pertinent state and/or City building, mechanical, plumbing, energy and related codes.
Work is characterized by specialized technical duties involved in land and structure development plans examination. This typically involves the analytical examination and evaluation of plans for proposed construction and development to determine conformance with applicable codes and regulations. Incumbent communicates the results of the examination and evaluation of plans to developers, architects and engineers and property owners to assist them in achieving code-complying designs; and coordinates with other City staff reviewing other aspects of such plans.
Work is performed independently under minimal supervision. Incumbent is frequently required to perform work under pressure for deadlines. Incumbent is also frequently involved in complex, difficult issues requiring a considerable amount of tact and diplomacy. Incumbent is required to maintain professional composure and demonstrate tact, patience and courtesy at all times.
|Essential Duties and Responsibilities:|
Examine and analyze plans and related documents associated with permit applications to determine compliance with pertinent state and/or local codes; approve plans for permit issuance if code compliance is demonstrated; communicate details of non-compliance to applicant for correction.
Coordinate plans review activities with other City staff, City and appropriate County and/or State government agencies for proposals requiring multi-agency review.
Provide permit applicants, the public and development design professionals with code information to assist them in achieving code-complying designs and in understanding construction code purposes and provisions.
Assist other City staff by providing technical information relating to code requirements; specific project development design details in order achieve code compliance; and in coordinating permit process activities and documentation.
Occasionally perform field inspections to investigate technical problems, disputes, or special circumstances; or to assist inspectors in the performance of their duties.
In emergency conditions, conduct building damage assessment inspections, determine, record and report damage and usability status findings in accordance with ATC (Applied Technology Council) 20-2 standards. Post buildings inspected with placards identifying usability status.
Create and maintain accurate and complete records of plan review and related activities.
Actively support the vision, mission, values and goals of the department and the City.
Participate in and assist with ongoing Division plans and activities to improve customer service, productivity and efficiency in the delivery of this service.
Perform related duties as assigned.
|Knowledge, Skills and Abilities:|
|Education, Experience and Other Requirements:|
Education: Graduation from high school, or equivalent; and
Experience: Three (3) years of progressively responsible experience in inspection and plan review of developments for compliance with pertinent codes and regulations for a municipality.
Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skills and ability to perform the essential duties and responsibilities listed above.
