The City of Kent's Combination Building Inspector ensures that construction meets building codes and ordinances, zoning regulations, and contract specifications. We are looking for an individual who has construction and/or building inspection experience to provide essential services to customers of our Economic and Community Development Department. If you have this type of experience, along with a willingness to help people achieve codes and ordinance compliance, this position may be perfect for you!
This is a temporary limited term (TLT) position. This is a benefited position that is represented by AFSCME. The City may establish a non-ranked applicant pool for this classification that would be in effect for up to 12 months. Under the direction of the Building Official, or designee, perform a variety of work and site inspections related to the regulation of construction work and/or conditions involving the development, use, and maintenance of land and structures to secure compliance with pertinent State and/or City building, mechanical, plumbing, energy, and related construction codes and approved plans.
Work is characterized by performing routine and complex technical work involving the inspection of residential and commercial buildings to ensure codes and compliance standards are met. Duties include, but are not limited to, inspecting buildings, structures, and related field conditions at various stages of construction; enforcing construction and related codes; communicating with others regarding interpretation and explanation of code requirements; providing customers with code information to assist them in achieving code-complying construction and in understanding construction code provisions and purposes; investigating reports of construction code violations; and coordinating actions and documentation with other staff as needed.
Work is performed under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together to develop the deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. Incumbent keeps supervisor informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.
|Essential Duties and Responsibilities:|
Inspect buildings, structures, and related field conditions at various stages of construction, alteration, or repair to verify and document compliance or non-compliance with pertinent codes and approved plans. Inspection includes, but is not limited to, structural, plumbing, mechanical, fuel gas, and energy conservation components, systems and installations.
Enforce construction codes and related codes by preparing and issuing documents requiring compliance, maintaining records of actions, and informing involved parties of code requirements.
Communicate with City staff, appropriate government agencies, contractors, property owners, and/or the public regarding interpretation and explanation of code requirements.
Verify the documentation of approved special inspectors and review special inspection reports for confirmation of compliance with codes and approved plans.
In emergency conditions, conduct building damage assessment inspections; determine, record, and report damage and usability status findings in accordance with ATC (Applied Technology Council) 20-2 standards; and post buildings inspected with placards identifying usability status.
Prepare and maintain accurate and complete inspection reports and records including, but not limited to, conditions, actions taken, requirements, and follow-ups.
Provide permit recipients, contractors, and the public with code information to assist them in achieving code-complying construction; make recommendations on improvements; offer suggestions, devise solutions, identify alternatives, and otherwise aid customers in understanding construction code provisions and purposes.
Evaluate, approve and document minor deviations from approved plans and specifications that comply with relevant code provisions in order to ensure efficient customer service and to prevent bottlenecks and delays in customer projects.
Conduct pre-construction conferences with parties involved in complicated projects.
Investigate reports of construction code violations; determine and document validity; and follow-up with appropriate steps to obtain compliance; and coordinate actions and documentation with other staff as needed.
Participate in and assist with ongoing Division plans and activities to improve customer service, productivity, and efficiency in the delivery of service.
Research information necessary to fully inspect and understand new products, materials, and/or regulations encountered throughout the inspection process.
Actively support the vision, mission, values, and goals of the department and the City.
Perform other related duties as assigned.
|Knowledge, Skills and Abilities:|
|Education, Experience and Other Requirements:|
Education: Graduation from high school; and
Experience: Two (2) years experience as a municipal combination building inspector or three (3) years experience in various types and aspects of building construction.
Or: In place of the above requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skills, and ability to perform the essential duties and responsibilities listed above.
LICENSES AND OTHER REQUIREMENTS:
** NOTE: ICC full Combination Inspector certification includes Building, Plumbing and Mechanical; the International Association of Plumbing and Mechanical Officials (IAPMO) Plumbing Inspector certification may substitute for ICC Plumbing Inspector certification.
