The City of Kent's Public Works Department is currently accepting applications for the position of Property Services Technician.  Responsibilities of this position include the assembling and recording of legal documents relating to the acquisition, disposal and use of real property.  The ideal candidate will have at least three years of relevant work experience, combined with some college-level coursework in real estate or a related field. The ability to work independently is also critical for success in this role.  There is a preference for candidates with escrow and/or title experience.  If your education and experience have prepared you for this type of role, we welcome your application!

This position is open until filled. The selection process will consist of a written test and an interview.  Dates for these steps in the process have not been finalized, but applicants will be notified as soon as possible once dates have been determined.


Under the direction of the Property & Acquisition Analyst or his/her designee, perform a variety of specialized duties related to the City's real property transactions.
 
Work is characterized by administrative tasks related to the acquisition, disposal, and use of real property.  Duties include, but are not limited to, providing information to City staff, developers, contractors, and the general public; updating maps; processing and recording legal documents; and maintaining a large, diverse recordkeeping system including scanning, indexing and retrieving documents to and from the city document storage and GIS systems.
 
Work is performed under general supervision.  Supervisor defines objectives, priorities, and deadlines; and assists incumbent with unusual situations, which do not have clear objectives or precedents.  Incumbent carries out assignments and handles problems and deviations in accordance with instructions, policies, procedures and/or accepted practices.  Work is evaluated for technical soundness and conformity to practice and policy.
 
 Essential Duties and Responsibilities:

Assemble, process, and record legal documents with King County and assure compliance with established City, County, and State policies, procedures, laws, codes, and regulations.
 
Scan, index, and retrieve legal documents from city archival systems.
 
Review plats, short plats, planned unit developments, and the like for compliance with city and King County requirements for recordability.
 
Provide information to City departments, developers, contractors, escrows, title companies, and the general public concerning, but not limited to, rights-of-way, assessments, and other property-related matters.
 
Update assessor maps or other property-related maps to symbolically document the encumbering or benefiting of parcels by a variety of legal documents including, but not limited to, mitigation agreements, deeds, easements, covenants, and releases. 
 
Process title company billings for Public Works Engineering.
 
Contact government agencies, title companies, engineering firms, and others to obtain and provide technical information.
 
Read, interpret, and explain engineering drawings, title encumbrances, legal descriptions, property taxes, and property-related documents.
 
Order and pick up property-related information and/or maps from King County.
 
Assist with technical and administrative support to Public Works Engineering by performing specialized duties related to real property.
 
Attend meetings, seminars, and training as directed.
 
Assist with front counter duties including, but not limited to, welcoming and assisting customers, answering general questions related to City business, and working with outside agencies and other City departments as needed.
 
Actively support the vision, mission, values and goals of the department and the City.
 
PERIPHERAL DUTIES:

 Knowledge, Skills and Abilities:

KNOWLEDGE OF:
  • City, County, and State laws, codes, and ordinances applicable to applications, permits and real property
  • Land title examination procedures
  • Basic drafting, survey and engineering principles
  • Procedures related to the acquisition, annexation, condemnation, and disposal of real property by a municipality
  • Record systems based upon current computer technology and Geographic
     Information System (GIS).
  • Best principles and practices associated with computer recordkeeping systems
  • Terms and abbreviations commonly used in real property descriptions and transactions
 
SKILLED IN:
  • Operating standard drafting and scanning equipment, personal computers, and software used in carrying out job duties
  • Read and proof complex legal documents related to real estate
  • Analyzing real property records, identifying needed records modification, and
     implementing changes to ensure record integrity
  • Effectively using interpersonal skills in a tactful, patient, and courteous manner
  • Maintaining complex real property records and preparation of related reports
  • Correctly using English grammar, spelling, punctuation, and vocabulary
  • Using proper telephone techniques and etiquette to properly assist a diverse assortment of inquiries and persons
  • Working on multiple tasks and/or projects simultaneously
 
ABILITY TO:
  • Read, interpret, apply, and explain engineering plans, codes, rules, and regulations, policies, and procedures related to property transactions
  • Use a narrative guide to verify the location of a legal description
  • Communicate effectively both orally and in writing
  • Work independently with little direction
  • Plan, prioritize, and organize work to meet schedules and timelines
  • Understand and follow oral and written instructions
  • Establish and maintain effective and cooperative working relationships with others

 Education, Experience and Other Requirements:

Education:  Graduation from high school, or equivalent, supplemented by college-level course work in real estate or property-related field; and
 
Experience: Three years experience reviewing legal property descriptions, examining title reports, issuing permits and applications, applying codes and regulations to real estate transactions and drafting maps from legal descriptions. 
 
Or:  In place of the above requirements, the incumbent may possess any combination of relevant education and experience, which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties listed above.
 
LICENSES AND OTHER REQUIREMENTS:
 
  • Valid Washington State Driver's License, or the ability to obtain within thirty (30) days of employment
  • Must successfully pass the City's pre-employment driver's records check, successfully complete the City's Defensive Driving Course, and maintain an excellent driving record
  • Escrow and/or title experience is highly desirable
  • Must successfully pass a Washington State Patrol background inquiry
