**A cost of living adjustment in the amount of 2.5% has been approved for 2018.  In addition, the salary range for this position may increase on January 1, 2018 as a result of a recent salary review.**

Under the direction of the Transportation Engineering Manager, perform experienced-level professional duties related to preparation, review and analysis of traffic data, review private development and capital projects for consistency with transportation engineering principles, investigate and identify solutions to citizen complaints to promote the safe and efficient movement within the City's multimodal transportation system through design and analysis.
Work is characterized by experienced, advanced professional-level engineering duties involved in the preparation and analysis of traffic data, review of designs, cost estimates and construction plans for public works improvement projects; review of private development projects,  and working to identify solutions to concerns raised by citizens.  The incumbent is also required to coordinate communications with the public, contractors, developers, City personnel and other agencies.
Work is performed under limited supervision.  The manager sets the overall objectives and resources available.  The incumbent and manager work together to identify work to be completed and applicable schedules.   Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, and interprets policies on own initiative in terms of established objectives.  Incumbent keeps manager informed of progress, potentially controversial matters, or far reaching implications.  Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.
 Essential Duties and Responsibilities:

Collect, review and/or prepare traffic data for analysis to implement  transportation engineering principals in capital and private development projects in accordance with established standards of safety, efficiency and cost effectiveness and to promote a safe and efficient movement of traffic through design and analysis, consistency with transportation related issues, including but not limited to, channelization, signing, street lights and ADA accessibility.
Review project requirements, physical location and other pertinent data; evaluation of existing engineering drawings, and the engineer's determination of appropriate design parameters and information required for design purposes.
Review and investigate citizen complaints and identify potential solutions to significant issues through collaboration with groups and/or individuals through the Residential Traffic Calming Program. 
Review quantity calculations, cost estimates, and engineering calculations for assigned projects. 
Review project plans, specifications, and permits as needed; delineate project size, scope, limits and intent.
Review, revise and/or author traffic related portions of documents.
Review and make recommendations to the update of the Kent Construction Standards as needed. 
Prepare information and recommendations concerning resolutions and ordinances; compile and review information and other materials for public meetings, including but not limited to the council meetings, public hearings, workshops and open houses.
Assure capital project designs are in compliance with federal, state and city laws, codes, ordinances, and regulations including, but not limited to, the American's with Disabilities Act, Manual on Uniform Traffic Control Devices and the Kent Design and Construction Standards.
Communicate and coordinate work with engineers, consultants, internal departments, other agencies and the public to exchange information, facilitate work processes and resolve conflicts; communicate in person, in writing, and on the telephone with developers, contractors, property owners, City personnel and other agencies to incorporate special requirements within City transportation projects.
Review and analyze traffic data to identify projects to be included in the Transportation Master Plan and Transportation Improvement Program.
Work with Senior Transportation Planner, other city departments and stakeholders on updates and/or revisions to the Transportation Master Plan, Transportation Improvement Program and Comprehensive Plan. 
Prepare information requests and recommendations concerning resolutions and ordinances; compile and review information and other materials for public hearings and City Council meetings.
Attend and/or present information to City Council as assigned by the Transportation Engineering Manager, Deputy Public Works Director or Public Works Director.
Attend bid openings, hearings and other meetings concerning transportation projects; answer questions from contractors, bidders, developers and the general public.
Prepare and review Federal and State grant applications for transportation projects.
Make recommendations to supervisors regarding expenditures of public funds.
Review consultant's scope of work, contracts, reports and plans.
Represent the city at regional transportation meetings and at technical advisory committees.
Actively support the vision, mission, values and goals of the department and the city.
Perform related duties as assigned.

  • Design street, traffic calming, signal upgrades, pedestrian and other transportation engineering projects
  • Coordinate with other public agencies including, but not limited to, the Washington State Department of Transportation, Puget Sound Regional Council, Sound Transit, King County Metro and local municipalities
  • Read, understand and interpret engineering plans, drawings and specifications
  • Analyze situations accurately and adopt an effective course of action
  • Plan and organize work to meet schedules and time lines
  • Read, analyze and interpret technical journals, financial reports, operating and procedure manuals, general business periodicals, professional journals, government regulations, etc.
  • Review and understand complex designs and interpret engineering plans
  • Coordinate engineering projects and resolve conflicts with other agencies and organizations

 Education, Experience and Other Requirements:

Education:  Bachelor's degree in Civil Engineering or related field; and
Experience:  Six (6) years of technical Civil Engineering design experience.
Or:  In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.
  • Valid Washington State driver's license
  • Professional Engineering License highly preferred
Must successfully pass a Washington State Patrol background inquiry
