The City of Kent's Finance department is looking for a financial professional with senior level experience in preparing the Annual Comprehensive Financial Report (ACFR) as well as performing technical accounting duties. The successful candidate will have great analytical skills and a commitment to meeting timelines while also being detail oriented and producing accurate work. SALARY:

$94,896.00- $115,452.00 annually, depending on qualifications

GENERAL PURPOSE:

Under the direction of the Accounting and Reporting Manager or designee, incumbent performs a wide variety of complex duties. This position supervises, evaluates, plans, assigns, and schedules the general ledger staff; coordinates, prepares, researches and analyzes a variety of complex reports for Federal, State and local agencies while ensuring compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board Statements (GASB).

Work is characterized by a high degree of difficult, complex, and confidential professional-level supervisory duties and a substantial amount of senior professional accounting and administrative functions related to the City’s financial trends, investments, debt portfolio, cost accounting, general ledger, subsystems, financial statements and special projects. The incumbent is required to supervise employees of various skill levels in the areas of accounting and reporting, have the ability to make decisions and take responsibility for such decisions and exercise independence, judgment, and initiative. Duties also include, but are not limited to, preparing the Annual Comprehensive Financial Report (ACFR) including technical footnote analysis and changes in financial position; interpretation and implementation of changes in GASB (Governmental Accounting Standards Board) standards; preparing year-end closing entries, financial statements and detailed reports; recommending internal controls for assigned functions within the City’s accounting systems; preparing technical journal entries; monitoring financial trends; maintaining debt portfolio; and providing technical accounting assistance Citywide. 

Work is performed under limited supervision. The manager sets the overall objectives and resources available. The incumbent and the manager will work together to develop the deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignments, resolves most conflicts that arise, coordinates work with others and interprets policies on own initiative in terms of established objectives. Incumbent keeps supervisor informed of progress, potentially controversial matters or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work or effectiveness of results.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supervise, counsel, train, and evaluate assigned staff; review work, provide work direction, and guidance to staff; establish work performance standards; conduct performance evaluations; initiate and implement disciplinary actions; and participate in the resolution of grievances.

Research, coordinate and prepare the Annual ACFR, including financial statements and footnotes, required supplementary information, statistical section, management’s discussion and analysis, and introductory section including the letter.

Review and implement changes to assure compliance with laws, codes and regulations governing regulatory and municipal accounting, in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board Statements (GASB), and Budgeting, Accounting, and Reporting Systems (BARS).

Analyze, prepare and submit a variety of comprehensive financial reports, surveys and other data for Federal, State and local regulatory agencies, and a variety of other organizations in addition to departments throughout the City. Maintain compliance with Securities and Exchange (SEC) Commission rules governing debt disclosures by updating through the EMMA website.

Coordinate yearend closing process. This includes preparing technical yearend journal entries in addition to monitoring and tracking yearend activities performed by others within Finance and in various city departments to ensure compliance with GAAP.

Serve as the main contact and coordinator for the State Auditor’s Office. Provide assistance to them as necessary.

Analyze and provide data and assistance to the consultant providing arbitrage calculations for the city.

Write journal entries impacting assets, liabilities, revenues and expenditures, including accruals when necessary.

Maintain Debt portfolio including, but not limited to, recording of new and/or refunded debt; recording of current year liability and accrued interest; tracking the schedule of payments and providing budget account data for payment of debt; tracking and recording entries of defeased debt; and calculating and tracking amortization of premiums, discounts and deferred costs.

Perform a variety of professional accounting duties such as:  account analysis and reconciliation.

Research, analyze and make recommendations to management on complex governmental accounting topics.

Provide education, training, support and guidance to lower level accounting and general ledger staff in finance.

Research, develop, prepare and utilize complex spreadsheets, database models, graphs and summary reports for internal and external reporting purposes and for analytical review.

Communicate with other departments and outside agencies to resolve problems, provide information, explain accounting procedures and discuss data anomalies or status in progress of special assignments.

Actively support the vision, mission, values and strategic goals of the department and the City.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:

Education:  

Bachelor's degree in Finance, Accounting, Economics or closely related field; and

Experience:

Five (5) years of professional accounting experience including preparation of ACFR and/or complex combined financial statements including one (1) year lead and/or supervisory experience.  Professional level municipal accounting highly desired.

LICENSES AND OTHER INFORMATION:

  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA), highly desired

  • Must have experience in complex financial reporting

MACHINES, TOOLS AND EQUIPMENT USED:

Typical business office machinery and equipment including, but not limited to, personal computer including spreadsheet, database and word processing software, printers, telephone, fax machine, copy machine, calculator and typewriter.

May also be required to operate a City vehicle to attend off-site meetings and perform related duties as assigned.
